REQUEST FOR PROPOSAL (RFP) FOR PROVISION OF GROUP PERSONAL ACCIDENT (GPA), MEDICAL INSURANCE COVER (INPATIENT AND OUTPATIENT SERVICES FOR STAFF) AND VEHICLE & EQUIPMENT INSURANCE

1.0 Introduction:

The Transcultural Psychosocial Organization (TPO) Uganda is a non-governmental organization that is committed to empowering communities to meet their psychosocial and mental health needs. Since 1994, TPO Uganda has been providing psychosocial support and mental health care to individuals and communities displaced and affected by war and related crimes, poverty, Gender Based Violence (GBV), children infected and affected by HIV/AIDS as well as emergency response and building capacity of government and partners.

2.0   Scope of work

  • It is the intent of this request for proposal (RFP) to secure competitive proposals from qualified service providers for provision of Group Personal Accident Insurance, Group Life and Medical insurance cover, inpatient and outpatient services for their staff Country wide and Vehicle Insurance. The resulting award from this Request for Proposal will establish a fixed premium Framework Agreement (FWA) between the bidder and TPO Uganda for a period of two (2) years, renewable based upon annual successful reviews and value for money assessments. During the period of Framework Agreement (FWA), both parties agree to fix the same premium rate and the given same Terms and Conditions for the entire contractual period 

3.0 Submission details

  1. Vendors shall submit sealed bids addressed to the Procurement & Operations Manager, TPO head office by 21st December 2021 and a soft copy emailed to procurement@tpoug.org
  2. Bids submitted after the deadline WILL NOT be accepted.
  3. The submitted proposal must include the following mandatory attachments. Failure to supply all requested information or comply with the specified formats will disqualify the bidder from consideration. 
  • Detailed Pricing Proposals (Insurance cover and requirements) valid for at least (60) sixty days after the Proposal due date.
  • The process and calculations used to add additional staff to the Medical & GPA policies during the period covered.
  • Certificate of Incorporation, Valid Trading License ,Insurance Regulatory Authority License (Current & that for the past 5 years)
  • References from at least three (3) companies where similar Insurance
    services have been /are being provided by your company with in the last five (5) years
    which will include customer name, official email, address, telephone number.
  • Tax Clearance Certificate from URA 
  • Provide proof that at least two members of the technical team have at least 5 years’
    experience and relevant qualifications in the Insurance Industry. Such qualifications shall
    be from the Chartered Institute of Insurance or equivalent professional body, degrees in
    Insurance and/Actuarial Science. Bidders must attached copies of Curriculum Vitae (CVs)
    for at least two staff with copies of academic/professional qualifications.
  • Evidence to prove that they are members of Uganda Insurers Association and such
    evidence shall be a copy of the current membership certificate.
  • For Medical Insurance policy, list of medical providers that cover all locations including contact details and list of service provider per location.
  • Audited Books of Accounts for the last two financial years (2019/2020)

4.0 Technical expected cover requirements & specifications

  • The successful bidder is to provide full time 24 hour/365 day Group Personal Accidental Insurance services to full time eligible employees of TPO Uganda.
  • Provide full medical cover both inpatient and outpatient services to employees of TPO Uganda and their spouse and child/children up to 3 dependants.
  • Scope of cover for medical insurances are: 
    – In-Patient
    – Out-Patient
    – Dental
    – Maternity
    – Optical
    – Pathology
    – General Check-

5.0 Quotations to be submitted

Bidder to provide 4-3 quotations as follows;

  1. Option 1-Medical Insurance for a total of approximately 200 staff.
  2. Option 2-Group Personal Accident Insurance for about 200 staff.
  3. Option 3-Vehicle and equipment insurance
  4. Option 4-Bidder can bid for ONLY one Option 

6.0 Payment terms

TPO Uganda will make payment in Uganda Shillings by bank transfer.

7.0 Evaluation Criteria

The proposer must achieve a minimum score of 50%. Proposals, which do not meet the minimum score, will be given no further consideration. Technical Criteria 60% and Financial 40%.
