1. Position:

Clinical Psychologist

Reports to:

Project Coordinator as line supervisor but over role supervisor – MHPSS Supervisor

Location:

BidiBidi, Rhino, Imvepi, Kiryandongo Nakivale, Rwamwanja, Oruchinga Kyaka II, Kyangwali,  Lobule,  Yumbe,  Adjumani,  Arua,  Moyo,  Lamwo,  Amuru, Nwoya, Kaabong, Amudat, Moroto, Nakapiripirit, Kasese, Buliisa and Hoima (15 persons)

Job Purpose 
The overall purpose of the job is to provide technical support to the project team in mental health and psychosocial support interventions , support training programmes for the project implementation team on MHPSS assessments and management, provide quality assurance during project implementation, supervision of social workers, recording learning and coming up with adaptable intervention approaches to support effective implementation of the project goals and objectives in relation to the TPO Uganda MHPSS intervention and services manual and the LASC MHPSS principles . The position will be a field based and an integral part of project delivery unit; providing overall monitoring and clinical supervision and quality assurance during the project implementation to the social workers in accordance to the project theory of change and the IASC MHPSS principles guided closely by the TPO Uganda MHPSS intervention and services manual

Responsibilities Related to project implementation

ü  Clinical Supervision: The Clinical Psychologist will be responsible for supervising Social Workers by providing guidance throughout the implementation of the Project MHPSS intervention approach.

ü  case management system, build up case management repository for the project in accordance to the standard case
management principles and TPO Uganda case management process

ü  Assessment and diagnosis; provide guidance towards the use of the various global and internal assessment tools in
relation to the project need and guide on intervention approach in accordance to diagnosis.

ü      Mainstream PSS into all projects activities and build resource materials for MHPSS adaptable to the project according to the project theory of change.

ü  Capacity strengthening and enhancement; Training Social Workers, partners and Community Support Structures
on MHPSS, mhGAP HIG, PFA and any other skills as required by project objectives and arising needs during implementation provide support supervision, consultation, and mentoring, provide specialized clinical care to
beneficiaries, support Social Workers manage difficult MHPSS cases and support run Cognitive Behavioural Therapy sessions, Psychological first Aid, problem management Plus as well as social therapy sessions.

ü  Conduct quarterly review meetings with community support structure members (Crisis team members, VPAs) to review
progress, challenges and developing actions to improve psychosocial work in the settlements/ project scope.

Person Specifications knowledge and experience
Master’s in clinical psychology. Membership of any psychology association is an added advantage. Research experience and sound clinical practice experience is an added advantage. Knowledge in the following areas is required: It includes knowledge in therapeutic remedies, making mental health assessments and diagnosis, IASC principles and guidelines; advocacy theories and principles; and sound knowledge of CBT intervention modules and mhGAP HIG. Working experience in the civil society sector, excellent organization and coordination skills, must be result-oriented and working experience in refugee setting is an added advantage.

2. Position:

Psychiatric Clinical Officer

Reports to:

Project Coordinator as line supervisor butover role supervisor – MHPSS Supervisor

Location:

BidiBidi, Rhino, Kiryandongo Rwamwanja, Kayaka II (6persons)

Job Purpose 
The overall purpose of the position is to provide technical support to the project team in management of MHPSS while providing pharmacology treatment and management to beneficiaries during the project implementation, support training programmes for the project implementation team on MHPSS assessments and management, responsible for dispensing drugs, and advise on drugs to be procured in accordance to need. The position will be a field based and an integral part of project delivery unit, providing overall monitoring and pharmacological treatment during the project implementation.

Responsibilities Related to project implementation.

ü  The Psychiatric Clinical Officers will work alongside the Clinical Psychologists to provide specialized MHPSS
services including pharmacological treatment for severe MHPSS cases, they will support to conduct mobile mental health outreaches clinics, while working with the established health centres and hospitals within the project cope/locations.

Person Specifications:
Degree/diploma in Clinical Psychiatry, Knowledge in therapeutic remedies, making mental health assessments and diagnosis, IASC guidelines; advocacy theories and principles; and Excellent organization and coordination skills, must be result-oriented and Working experience in the civil society sector with at least practicing experiences.

3. Position:

Finance & Administration Officer

Reports to:

Project Coordinator with linkage to Finance Manager

Location:

Yumbe, Lamwo, Kiryadongo and Kasese (4 persons)

Job Purpose
The Finance
and Administration Officer is responsible for overseeing and managing all
administrative and financial functions of the project. This includes finance and
accounting services, financial reporting, budgets development and management, financial
analysis, monitoring and utilization of funds to ensure compliance with
organizational policies and procedures as well as donor requirements.

Responsibilities Related to project implementation

ü  Administer and monitor the financial system in order to ensure that project finances are maintained in an accurate and timely manner.

ü  Support the project team in budget management and control to ensure that there are no budget overruns.

ü  Preparation and Submission of Monthly financial reports.

ü  Manage and control organization’s assets, stocks and inventory.

ü  Provide efficient and effective office management.

ü  Provide and account for general administrative and logistical support to staff and relevant stakeholders in
accordance with organizational policies, procedures, and best practice

Person Specifications:
Degree in Accounting or Business Administration/Commerce. Part qualified ACCA/CPA qualifications- Level 2. At least 3 Years working experience in a similar position.

4. Position:

Social Workers

Reporting to:

Project Coordinator as overall supervisor and clinical supervisor to Clinical Psychologist

Location:

Yumbe, Adjumani, Arua, Moyo, Lamwo, Amuru, Nwoya, Kaabong, Amudat, Moroto, Nakapiripit,   Kasese, Buliisa, Hoima, BidiBidi, Rhino, Imvepi, Kiryandongo Lobule, Nakivale, Rwamwanja, Oruchinga, Kayaka II, Kyangwali (60 persons)

Job Purpose
To ensure delivery of services that aim at empowering communities to reduce social strife and contribute to sustainable development of identified groups, individuals, and families.

Responsibilities Related to project implementation

ü  Support Cognitive Behavioural Therapy Groups, conduct problem management plus and Psychological First Aid;
conducting screening of trauma and depression symptoms, case management, manage individual and family cases including home visits. to ensure their improved social functioning and psychosocial wellbeing.

ü  Working closely with diverse existing and/or new community peacebuilding structures to identify, prioritize, analyze, and resolve and monitor interlinked local conflict issues.

ü  Supporting formal and informal authorities responsible for building peace, supporting security and justice
actors at the local and district to consult widely with communities on identified conflict issues and incorporate community concerns into their related responses.

ü  Conduct mental health awareness and MHPSS referrals:

ü  Support Psychotherapy and appropriate case management to conflict and GBV survivors in need of MHPSS; and basic
livelihoods support.

ü  Support conflict and GBV survivors to cope and improve their livelihoods

ü  Facilitate talking circles between refugees and host communities on peaceful co-existence and support community
action groups (CAGs) in the implementation of action points arising from the talking circles.

ü  Support civil society platforms and/or organizations at the regional level (new or existing) on conflict and gender sensitivity and basic psychosocial support:

ü  Train selected service providers on psychosocial support and referral pathways, and monitor support provided:

ü  Participate in district, regional and national peace building, governance and mental health and psychosocial support
related forums.

Person Specifications:
Degree in Social Work and Social administration (SWASA) and other related Social Work courses. Candidates with qualifications on Community psychology, peace building and conflict resolution skills can apply. Additional trainings is an added advantage. Must have at least 2-3 years’ experience working in NGO environment. Ability to ride a motorcycle with valid riding permit.

5. Position:

Administration Assistant

Reporting to:

Finance & Administration Officer

Location:

Kyakka, Isingiro, Lamwo, Yumbe and Kampala (5 persons)

Job Purpose
The purpose of this position is to provide support to programmatic, Finance and Administration function of TPO Uganda – Field Office. The Administrative Assistant (AA) is responsible for providing administrative and supportive services at TPO Uganda field office in order to ensure effective and efficient operations

Responsibilities Related to project implementation

ü  Support in preparing correspondences, reports and other documents as assigned.

ü  Maintain office files; incoming and outgoing correspondences.

ü  Maintain cleanliness of the office and liaise with the Cook to make sure staffs receive meals on time.

ü  Prepare schedules and agenda for monthly staff meetings. S/he will also prepare and distribute minutes of such meetings in a timely manner.

ü  Follow up on documents dispatched between field office and TPO HQ through bus courier services.

ü  Support project teams in administrative, budgeting and cash flow preparation.

ü  Coordinate repair of office equipment (computers, motor bikes, water system, etc).

ü  Support FAO in filing vouchers & requisitions as well as stamp ‘PAID’ vouchers.

ü  Provide support to procurement committee to ensure timely procurement.

ü  Assist FAO to manage & control organizational assets, stocks and inventory.

ü  Ensure operations conform to the internal control systems of TPO Uganda.

ü  Provide efficient and effective office management; through front desk services; and guide visitors to the office accordingly.

ü  Support field-based activities such as prepare for training, survey, assessments, etc.

ü  Support social workers in the procurement of programme items per Sub-county and requests approved.

ü  Participate in project quarterly review meetings organized by social workers at Sub-county level from time to time.

ü  Once in a while, participate in community level meetings, dialogue sessions and interface with other service providers
alongside the social workers to enhance learning and value for money.

ü  Participate in staff weekly and monthly meetings; and provide updates on administrative functions.

ü  Participate in other project activities as and when required to do so.

ü  Perform any other duty as may be assigned by the Supervisor from time to time.

Person Specifications:
A Diploma or Degree in Accounting/Finance knowledge and with experience of at least one year.

6. Position:

Accountant (General Ledger) USAID/PEPFAR-funded Keeping Children Healthy and Safe (KCHS)

Reporting to:

Director Financial Management & Operation

Location:

Mbarara (1 Person)

Job Purpose
To perform routine Accounting and Financial Management support for TPO Uganda resources allocated to your custody; including but not limited to budget control and management, transaction management, enforcement of internal controls and accounting support to project finance staff as allocated by your supervisor.

Responsibilities Related to project implementation

Person Specifications:
Bachelor’s or associate’s degree in accounting, or in a related specialization. At least two years’ experience in general ledger accounting, or similar. Proficiency in accounting and business management software, such as Sage Evolution 200. In-depth knowledge of accounting standards and regulations. Exceptional attention to detail. Superb time-management and organizational skills. Part professional qualifications at least stage two either CPA, CIMA or ACCA is and added advantage. Minimum experience of three years in managing partner sub-grants and interacting with partners on operational issues.

7. Position:

Logistics/Procurement Officer 
USAID/PEPFAR-funded Keeping Children Healthy and Safe (KCHS)

Reporting to:

Director Financial Management & Operation

Location:

Mbarara (1 Person)

Job purpose
The primary purpose of this position is to provide assistance to the Procurement and Operations Manager with the administrative and logistics support to field activities in the areas of transport management, asset/inventory management and facility maintenance of both Head Office and Field Office Premises. The Logistics Officer will primarily be assisting the Procurement and Operations Manager in the establishment and implementation of Procurement and Operations framework (policies and procedures) to support TPO Uganda operations.

Responsibilities Related to project implementation

ü  Implement policies and standard operating guidelines for general administration, transport, and travel and provide administrative and logistical support to staff and visitors.

·         Periodically prepare and circulate vehicle usage plans and prepare per diems and contingency funds for the drivers in accordance with planned visits/ transport requirements.

·         Follow up the maintenance of vehicles and maintain / update a schedule of vehicle maintenance records, comprehensive insurance renewal dates

 

·         Arrange labour and funds for loading and off-loading materials, and supervise loading

·        Develop and maintain records of stores and asset management.

ü  Implement annual procurement plans in line with TPO’s and PPDA’s standards.

·        Review and categorize user procurement needs, solicit and analyses quotations from suppliers, document and recommend the best provider for management action

·        Periodically prepare and circulate to TPO’s budget users, price lists based on ruling prices

·        Negotiate with suppliers to obtain better terms/price from Suppliers.

·        Prepare and follow up the approvals for Local Purchase Orders (LPOs) in line with user requirements and the Finance Policy.

ü  Monitor contracts/agreements process as per the agreed terms.

·        Prepare and analyze tender documents in case of purchase by tender, recommend and act on awards to winners by preparing LPOs and having them approved.

·        Inspect the goods delivered and confirm that they conform to the required specifications and recommend for payment to suppliers.

·        Track the status of procurements and produce and circulate Procurement Status reports.

·        Oversee the coordination of store activities including issuance and receiving, stock management, documenting and maintaining of store records and storage of supplies at the head office.

·        Participate in market surveys to identify latest trends in prices, availability, and quality and exploit any potential for alternate supplies.

ü  Coordinate and ensure maximum security of staff and organization Assets/properties in line organizational
policies

·        Review the assets registry to note down the assets in place, check recording and engraving and carry out regular inventory checks as per Finance Policy

·        Periodically carry out an assets audit to review the reliability and integrity of assets management information and activities and make appropriate recommendations to curb the gaps

·        Track the usage of TPO Assets and make recommendations regarding the replenishment/ replacement and disposal of assets in line with the Finance Policy

·        Negotiate with Insurance Underwriters /Brokers and obtain relevant Insurance Policies (property damage, all risks, fire, burglary, and theft), submit claims and track payments thereof in line with signed insurance agreements

·        Purchase and install occupational health and safety equipment (e.g. fire extinguishers) and service them according to supplier’s recommendations.

Person Specifications:
Bachelor’s Degree in Procurement, Logistics or related field. At least 3 years of experience in the area of supply chain management, of which at least one in a position entailing direct responsibility over ensuring compliance with set standards and procedures under minimum supervision (mandatory); Prior experience with software-based management of core business processes through enterprise resource planning systems (preferred).

8. Position:

Human Resource Officer

Reporting to:

Director Financial Management & Operations with linkage to Human Resource Manager

Location:

Mbarara (1 person)

Job Purpose
Implement human resource management policies, systems, and processes in line with TPO’s HR Strategy.

Responsibilities Related to project implementation

ü  Implement the TPO recruitment and selection processes in line with the Human Resource Manual.

ü  Monitor staff performance and attendance activities.

ü  Develop and implement staff learning and development programs in line with TPO objectives and procedures.

 

ü  Develop and implement welfare scheme and staff benefits in line with the human resource policy.

ü  Participate in, documentation and dissemination of correspondences and minutes in line with the HR policy.

ü  Monitor the TPO payroll and advise the Finance on any changes before salaries are paid.

Person Specifications: 
Bachelor’s in Human Resource Management, Industrial and Organizational Psychology, Business Administration with bias in Human Resource Management or any other related field. A PGD HRM is an added advantage. At least three years’ experience of working in a generalist HR environment, to include administration of recruitment and training at all levels. Experience of supporting managers across a variety of departments at different levels in all aspects of HR and training

 

9. Position:

Office Assistant – Administration

Reporting to:

Executive Assistant

Location:

Kampala (1 person)

Job Purpose

To provide an efficient and effective cleaning service for the Organization Office, ensuring high standard of cleaning is delivered and maintained.

Responsibilities Related to project implementation

ü  Daily office cleaning as per work plan.

ü  Monitor use and supply of kitchen and cleaning supplies and report accordingly.

ü  Ensure office administration duties such as transfer of equipment, loading, inter office mail deliveries and photocopying is promptly handled.

ü  Ensure prompt administration arrangements/provision for office meetings and workshops as requested.

ü  Clean all furniture and equipment in the offices daily. Check status of furniture and report any incidences of damages to furniture and equipment to the Administration Officer.

ü  Empty all waste paper bins regularly.

ü  Ensure that all bathrooms and hand towels are clean and maintained in a useable manner at all times and that there is a constant supply of toiletries in all bathrooms under your care.

ü  Maintain proper records of office documentations that include inventory of tools and kitchen assets.

ü  Assist the Admin officer in verification of monthly replenishments for office chef, cleaner and gardeners’ supplies. Monitor for cost effective use and handling. Ensure replenishments are handled timely.

ü  Assist Admin officer to ensure all Admin support staff receive all relevant communications/correspondences, seeking clarification as may be required.

ü  Switch on all security lights at the end of each working day and off in the mornings. Ensure that all security lights are working at all times.

ü  Report any security incidents to Administrative officer respectively.

Person Specifications: 
He/ She should possess a minimum of an Ordinary Level Certificate of Education, Should be personable, a team leader and result orientated.
